Store requirement to start accepting SNAP
EBT cards work similarly to debit cards, except that they can only be used to buy things from a limited number of recognized merchants.
In general, shops can only take EBT cards if they have a certain quantity of staple goods in their inventory or annual sales, such as fruits and vegetables, dairy products and meats, and bread and cereals.
Lowe’s sells SNAP-approved seedlings and plants but not stapled foods, which are not accessible at the store. Lowe’s cannot be a SNAP merchant since it does not sell a wide range of staple foods.
